In a world where the accountants have decided a Harry Potter movie that cost $150M to make and then earned $938M at the box office didn't make a profit (http://www.deadline.com/2010/07/studio-shame-even-harry-potter-pic-loses-money-because-of-warner-bros-phony-baloney-accounting/), I think there's plenty of room for ebook publishers to understate the revenue they're making.
